• English Learner Program

Lakeport Unified School District has various opportunities to support student achievement, including the English Learner program available to students who qualify.

You may view the LUSD Master Plan for English Learners here

To qualify for services a student is first identified as an English Learner by taking the Initial English Language Proficiency Assessment of California (ELPAC).  The Initial ELPAC assesses four domains:  Listening, Speaking, Reading and Writing.  The Initial ELPAC is given within the first 30 days of enrollment to a California school.  The ELPAC assessment levels students in these areas determining language development; Level 1:  Minimally Developed, Level 2:  Somewhat Developed, Level 3:  Moderately Developed, and Level 4:  Well Developed.  If a student scores a Level 1, 2 or 3 on the Initial ELPAC, in more than one area or as the overall score, he or she would qualify for English Learner Services.

Students who qualify for EL services would receive instructional language support to develop English language abilities.  A qualified teacher would provide these services to students in the program at each school site.  Currently, Lakeport Unified School District has one teacher serving Lakeport Elementary School, one teacher serving Terrace Middle School, and one teacher serving students at Clear Lake High School.

As students continue developing skills, each student designated as an English Learner will also take the Summative ELPAC in the Spring of each school year.  The Summative ELPAC also assesses students in four domains:  Listening, Speaking, Reading and Writing, and provides scores for each area along with an overall score.  The Summative ELPAC is an assessment tool used to monitor student language development and progress.
